Request for proposals: Impact assessment and framework

Through this procurement procedure, EIT Urban Mobility (hereby being referred to as “EIT UM”) seeks professional consultancy services (hereby being referred to as “Provider”) to develop a robust project Impact Assessment Framework. This Request for Proposal (RFP), together with its annexes, sets out the requirements for the procurement of services in the field of environmental and socio-economic impact assessment.

The overarching objective is to design a framework that includes tools and methodologies to assess the impact of EIT UM activities at three levels:

  • City and Regional level: Assess progress against the three City Impact Indicators defined in the EIT Urban Mobility Strategic Agenda: 1. Road space reallocated to public space, 2. Inhabitants exposed to emissions in urban areas derived from road transport, and 3. Modal share of sustainable mobility. The Impact Assessment Framework should enable the measurement of indicator evolution across key city partners from 2020 to 2024, supporting comparative analysis and alignment with strategic priorities.
  • Project and portfolio level: Evaluate the social, environmental, and economic impacts of innovation projects throughout their lifecycle and beyond, with aggregation at the portfolio level.
  • Business area level: Assess EIT Urban Mobility’s overall impact across core priority topics, as defined in strategic and operational documents e.g. public transport, sustainable urban logistics, mobility planning, mobility data management. The framework should enable the analysis of the results at the level of individual topics as well as in aggregate, drawing on both qualitative and quantitative data. It should also be adaptable to any future refinements or redefinitions of these core topics and inform operational changes that sustain the systematic measurement in future activities.
